Higher education and Smart Specialisation in Lithuania

Background

The workshop is organised as part of the project Higher Education and Smart Specialisation (HESS): Lithuania case study carried out by the Joint Research Centre of European Commission in collaboration with STRATA.

The final event will bring together policy makers, higher education institutions and international experts to discuss on how HEIs are contributing to the implementation of Smart Specialisation Strategy (S3) in Lithuania.

The findings of the HESS Lithuania case study will be presented during the event, with a special focus on the three following topics:

  1. How are HEIs contributing to S3 from skills and human capital mission? Which are the lacking skills/competencies for S3 demanded by companies?
  2. How can researchers become more engaged in S3? Which are their main challenges to participate and which initiatives could be promoted to make them more active?
  3. Which issues are hindering the retention and attraction of highly skilled talent? Which are the opportunities and strengths of the innovation system to be promoted?

The event will give the opportunity to reflect on the current challenges addressed by HEIs to engage in Smart Specialisation Strategy, exploring potential ways forward and actions that could be taken to address them. Experiences from other European regions and member states will be presented, providing an interesting context to discuss on learning and replication possibilities for Lithuania research and innovation context.

The discussions are intended to help integrate important elements on Higher Education engagement in S3 for the next Smart Specialisation Strategy of Lithuania within the Multi-annual Financial Framework 2021-2027.
