The strategy of the Government Strategic Analysis Center (STRATA) for 2021-2025 was approved by the order of the Chancellor of the Government of the Republic of Lithuania. This document explains the organization‘s mission, operating model and priority areas for the year 2021-2025.
“The approval of this document is an important step for the transformation of our organization. The strategy defines STRATA’s mission to create the basis for credible and more informed public policy decisions. This identifies the key role of the organization in the public management system, “says STRATA director Giedrius Viliūnas.
This mission will be pursued through four strategic commitments to the Government, public authorities implementing its decisions, the society and an internal team of experts as follows: 1) to provide credible foresights and recommendations for more qualified strategic decisions; 2) to be proactive partner in developing a culture of evidence-based decision-making; 3) to participate in forming a positive public attitude towards the importance of evidence; 4) to foster an independent team of experts working towards a common goal.
These commitments will be carried out in four strategic activity and goal directions within a five year period -- including developing the capacity of public policy analysis by forming a network of competencies; together with the STRATA’s owner creating an evidence-based management system with the help of good practices; increasing interest in evidence in strategic decision-making; and attracting and retaining experts once the organization has established its purpose.
“The elements of evidence-based management in Lithuanian public administration system are underdeveloped. We lack access to the necessary evidence and skills to collect and use it in public policy-making process. We can say that a culture of evidence-based management has not yet formed in our country. To meet these challenges, STRATA will focus on strengthening evidence-based management system over the upcoming five years. This goal will be pursued proactively in collaboration with the Government and the public authorities implementing its decisions, ”says G. Viliūnas.
Implementation stages of the organization‘s goals and main duties are planned in the strategy. The expansion of organization‘s analytical competencies in the areas of public administration, economics, social policy and green course, and formation of an interinstitutional network of competencies using the analytical potential of networked public bodies, research institutions and foreign partners are among them.
“The experience of the world‘s leading countries shows that developed analytical skills and research knowledge can help to make improved public policy decisions. By expanding competencies and network of our own and other public institutions, we seek to implement these practices of modern evidence-based management, which would significantly contribute to the progress of our country, “says G. Viliūnas.
