Science, Technology and Innovation Policy

The integrity, sustainability and growth of the science, technology and innovation system are one of the pillars of the country’s economic competitiveness and social well-being. Through its research, monitoring and assessment of the science, technology and innovation system, preparation of future insights and provision of recommendations to interested parties, the Government Strategic Analysis Center seeks to contribute to the sustainable development of this area.  

The Center conducts research in order to identify priority areas for internationalization of science, and monitors, analyzes and evaluates smart specialization strategies, research, experimental development and innovation performance measurement, funding systems and operating results, research infrastructures, and researchers’ working conditions. The Center monitors one of the six priority government structural reforms - the innovation reform.

The Center also carries out the functions of the secretariat of the Science, Technology and Innovation Council. 

The functions of the Center in the field of science, technology and innovation are laid down in Article 21 of the Law on Higher Education and Research and Article 15 of the Law on Technology and Innovation.

2020

  • First quarter
    Identification of Directions of Internationalization of Science
    The methodology of defining the directions of internationalization of science is developed by analyzing the current state of the internationalization of science, taking into account the potential identified during the scientific evaluation and identifying the needs of interested parties.
  • Innovation System Monitoring Report
    Annual review of the Lithuanian innovation system.
  • Smart Specialization Strategy for 2021-2027
    Proposals for a new period of Smart Specialization Strategy (2021-2027).
  • Second quarter
    Assessment of the Progress of the Scientific System – Working Conditions of Researchers
    The review analyzes the working conditions of researchers working in the public sector and the prestige of the research profession.
  • Third quarter
    Analysis of Research, Experimental Development and Innovation Activities in Priority Foreign Markets
    The analysis of internationalization strategies of research, experimental development and innovation activities in priority foreign markets and their implementation directions will be performed. The opportunities for Lithuania to join international networks were identified in order to facilitate networking and purposeful mobility of researchers.
  • Fourth quarter
    Monitoring Progress Report on Smart Specialization IV
    Annual Progress Report on Smart Specialization, analyzing various metrics for science, technology and innovation priorities.
  • Innovation System Monitoring Report
    Annual review of the Lithuanian innovation system.

2019

  • First quarter
    Career of Doctors of Science in Lithuania: Employment, Income, and Sector of Activities
    The survey systematizes information on employment and earnings after graduation of the 3rd cycle graduates who completed their studies in Lithuania in 2012-2017.
  • Average Salaries of Lecturers and Researchers in 2018
    The review examines the average salary in different types of science and studies institutions by position and part-time position.
  • Fourth quarter
    Monitoring Progress Report on Smart Specialization III
    Annual Progress Report on Smart Specialization, analyzing various metrics for science, technology and innovation priorities.
