Lithuania has started collaboration with the OECD and European Commission to develop a more strategic, whole-of-government and cross-sectoral approach to skills policy. The main objective of the Skills Strategy project for Lithuania is to identify the main opportunities and develop tailored policy recommendations for improving Lithuania’s skills performance in collaboration with the Lithuanian government and stakeholders. In order to achieve this objective, the representatives of 4 ministries as well as other stakeholders have agreed on 4 priority areas of focus for the Skills Strategy project.
During the strategic seminar it was decided that Lithuania’s Skills Strategy will focus on these broad main topics Priority 1: Equipping young people with skills for work and life Priority 2: Raising adults’ and enterprises’ participation in learning Priority 3: Using people’s skills more effectively in workplaces Priority 4: Strengthening the governance of skills policies
The strategy will also include two horizontal themes: developing key competencies, including in non-formal learning and reducing skills imbalances in the economy.
OECD and Lithuania will proceed with the development of National Skills Strategy by:
- Mapping the main actors and responsibilities and interactions in Lithuania’s skills system;
- Undertaking in-depth analysis of international and national data and evidence;
- Facilitating constructive whole-of-government and cross-sectoral dialogue and engagement in Lithuania;
- Identifying relevant national and international best practices for Lithuania;
- Testing and refining specific recommendations for Lithuania’s skills system; and
- Raising awareness of the importance of and opportunities for improving Lithuania’s skills performance.
The OECD will assess the performance of Lithuania’s skills system, based on a combination of desktop research and direct engagement with officials and stakeholders. The OECD will support Lithuania with a collaborative and tailored OECD Skills Strategy project in 2020-2021.
