Šis tyrimas pateikia įrodymais grįstas įžvalgas ir rekomendacijas dėl tikėtinų Lietuvos visateisės narystės CERN naudų ir šalies CERN ekosistemos potencialo pasinaudoti šio statuso atveriamomis galimybėmis. Tyrimas pateikia Lietuvos CERN ekosistemos analizė, įvertinta jos dalyvių patirtis vykdant su CERN susijusias veiklas bei šalies potencialas didinti įsitraukimą tapus visateise nare (atsižvelgiant ir į kitų narių patirtį), taip patsuformuluoti siūlymai šiam potencialui stiprinti. Tyrime taikyti viešai prieinamų kokybinių ir kiekybinių duomenųbei pirminių ir antrinių šaltinių analizė, pusiau struktūruoti interviu su Lietuvos ir užsienio mokslo, verslo ir valstybės institucijų atstovais bei tikslinės atvejųstudijos. The Well-being of European Citizens under the Conditions of Strategic Open Autonomy in the New Geopolitical Context: Lithuania's Perspective
Tyrimo tikslas – suformuoti įrodymais paremtą Lietuvos požiūrį į aktualų piliečių gerovės užtikrinimui politikos atsaką Europos Sąjungos (ES) atviros strateginės autonomijos (ASA) sąlygomis naujame geopolitiniame kontekste. Šio tyrimo rezultatas – suformuluotos rekomendacijos ir strateginiai siūlymai, kurie skirti padėti veiksmingai realizuoti Lietuvos požiūrį į ES lygmenyje rengiamą ASA koncepciją, atitinkančią Lietuvos piliečių gerovės interesų poziciją siūlomų politikos atsako alternatyvų atžvilgiu. Šio tyrimo rezultatai taip pat padeda pagrindą ir formuoja ASA srities tyrimų kryptis ateičiai.
Report of the mobility of healthcare professionals in the labor market
The main aim of the report is to review three aspects of the mobility of healthcare professionals (HCPs) in the Lithuanian labour market in 2018–2024: (1) mobility of HCPs between workplaces; (2) mobility of HCPs between the private and public sectors; and (3) emigration of HCPs from Lithuania. The research report presents conclusions for each of these aspects, considering not only the type of healthcare professionals’ license and the type of professional qualifications, but also demographic characteristics such as gender and age group. The insights from the study may be useful in shaping human resources policy in the health system and in planning the need for training healthcare professionals.
Ex-post evaluation methodology for the Law on Reuse of Health Data
The purpose of the Methodology is to define the most important areas of the evaluation of the Law on Reuse of Health Data (hereinafter referred to as Law on RoHD), to provide preliminary evaluation questions, to identify the data necessary for the evaluation, their possible sources, and data collection and analysis methods that would allow for proper conduct of the ex-post evaluation of this law. The developed Methodology is a detailed plan for the ex-post evaluation of the Law on RoHD.
The Methodology includes three evaluation criteria (effectiveness, impact, and efficiency (effectiveness)) and respective 25 evaluation questions, prepared on the basis of the sample questionnaire for the ex-post evaluation of the impact of the legislation in force, the results of the analysis conducted during this study, and in consultation with the Client. Questionnaires have also been prepared for discussions in 5 focus groups that will be formed for the ex-post evaluation.
Based on the developed Methodology, the ex-post evaluation of the Law on RoHD is planned to be carried out in 2027-2028.
Lithuania’s participation in the thematic programs of the 2021-2027 EU Multiannual Financial Framework: trends and drivers
This study presents an overview of trends and a problem analysis of Lithuania's participation in six European Unionbudget programs for 2021-2027: Horizon Europe,European Defence Fund, Digital Europe, InvestEU, Single Market Programmeand Connecting Europe Facility – and a problem-orientedanalysis. Based on comparative statistical analysis and interviews with participants and administrators of the aforementioned programs, the study provides insights into the keychallenges and potential solutions for greater and more effective Lithuanian participation in sectoral EU budget programs.
Evaluation of the Measures Acquiring High Value Added Qualifications and Competences and Support for Business Creation, as Established in the Law on Employment of the Republic of Lithuania
This ex-post evaluation is intended to assess the measures established in the law of the Republic of Lithuania: the acquisition of qualifications and competencies that create high added value; and support for business creation. The purpose of evaluation of the legal regulation is to determine whether these measures have contributed to increasing employment, advancing digital and green transformation, and promoting the circular economy.
The State of Human Capital Report 2025
The Human Capital Status Report is intended to provide information that enables the Interinstitutional Government Commission and other stakeholders to make informed decisions regarding the formation and development of human capital. The report presents anticipated employment changes, forecasts of human resources demand and supply, key characteristics of human capital in Lithuania, and analyzes the issues related to the formation of human capital (including foreign citizens). It also evaluates the human capital situation in priority sectors. The report is prepared using and integrating data from state registers and information systems within the State Data Governance Information System (SDGIS) as well as other publicly available statistical data.
Evaluation of Results in the Implementation of Science Policy under the Innovation Reform
The report of the study “Evaluation of Results in the Implementation of Science Policy under the Innovation Reform” presents an assessment of the achievement of the objectives set out in the Innovation Reform of 2021–2022, as well as of the institutional changes creating the conditions for effective implementation of science policy in Lithuania. The study results were obtained through an analysis of legislation, policy documents, literature, quantitative data, and semi-structured interviews with the Research Council of Lithuania (as the institution implementing science policy) and with stakeholders (government institutions, research and higher education institutions, researchers, and others).
The report consists of six parts: Research methodology, covering research design, methodological approaches, and risks; The reasons and objectives for initiating the Innovation Reform, and the transformation of the structure, functions, and role of the Research Council of Lithuania following the Innovation Reform; Analysis of the suitability and effectiveness (at the level of activity directions) of science policy implementation in Lithuania after the Innovation Reform (including a reconstructed intervention logic); Review and suitability analysis of the main elements of the institutional structure of the Research Council of Lithuania and their interrelations; Review and suitability analysis of inter-institutional relations within the science policy implementation ecosystem in Lithuania; Conclusions and recommendations presented at the strategic, activity, and organizational levels.
Evaluation of Passenger Transportation by Public Road Transport and the Road Passenger Transport System
The core focus of the report lies in three directions of reducing GHG emissions: replacing the polluting and outdated bus fleet with less polluting or entirely non-polluting vehicles; implementing public transport infrastructure solutions aimed at increasing the attractiveness of public transport for users; and creating other incentives for the public to choose public transportation more often.

This report presents an interim progress assessment of financial instruments related to reducing GHG emissions in passenger road transport, as well as three Sustainable Urban Mobility Plan (SUMP) cases — in Šiauliai, Tauragė, and Vilnius. Additionally, the report reviews the current situation, the set targets, and the goals achieved, based on factors influencing the attractiveness of the public passenger road transport system. Based on the interim progress evaluation results, recommendations have been formulated to improve the implementation of measures and the performance of the public passenger road transport system.
Mokslo studijų įstatymo 77 straipsnio 1(1), 3 ir 4 dalių įgyvendinimo rezultatų analizė
Mokslo ir studijų įstatymo 77 straipsnio 1(1), 3 ir 4 dalių pakeitimais (toliau – MSĮ pakeitimai) siekiama socialinės dimensijos plėtros Lietuvoje aukštajame moksle. Įgyvendinant MSĮ pakeitimus, nuo 2024 m. asmenims iš socialiai jautrios aplinkos, stojantiems į aukštųjų mokyklų (toliau – AM) valstybės finansuojamas studijų vietas (toliau – VF), sudaroma antroji konkursinė eilė (toliau – II KE). Ataskaita papildo tyrimo „Mokslo ir studijų įstatymo 77 straipsnio 1(1), 3 ir 4 dalių įgyvendinimo rezultatų analizė“ tyrimo rezultatus: pateikta išsamesnė detalių 2024 m. stojimo į AM duomenų analizė ir įžvalgos apie asmenų, atitinkančių II KE kriterijus, stojimo į AM rezultatų pokyčius, įgyvendinus MSĮ pakeitimus.
Tyrimo tikslas – naudojant detalius 2024 m. stojimo į AM duomenis, pagilinti tyrimo „Mokslo ir studijų įstatymo 77 straipsnio 1(1), 3 ir 4 dalių įgyvendinimo rezultatų analizė“ analizę, siekiant nustatyti, kaip pasikeitė tikslinių grupių stojimo rezultatai įgyvendinus MSĮ pakeitimus. Įvertinus asmenų, atitinkančių II KE kriterijus, tarpusavio ekonominius ir socialinius skirtumus, II KE sudarymo reikalavimus bei atsižvelgus į 2024 m. susidariusias aplinkybes, tyrimo metodikoje išskirtos tikslinės grupės. Bent vieną iš II KE kriterijų atitinkantys 2024 m. įstojusieji per pagrindinį etapą į VF (toliau – A grupė) išskirta į du pogrupius: 1) asmenys, atitinkantys bent vieną socialinį požymį (socialinė pašalpa, neįgalumas, našlaitis, globa) (toliau – A.1 pogrupis) ir 2) asmenys, turintys bent 24 mėn. praktinės veiklos patirties (toliau – A.2 pogrupis).
Tyrimo ataskaitoje analizuojami 2024 m. tikslinių grupių įstojusiųjų duomenys, išskiriamos sociodemografinės charakteristikos, studijų pasirinkimo ypatumai, A grupė ir pogrupiai apžvelgiami pagal stojimo konkursinę eilę. Taip pat pateikiama 2023 m. ir 2024 m. duomenų analizės rezultatų palyginamoji analizė, išvados dėl pokyčių, įgyvendinus MSĮ pakeitimus.
Atsižvelgiant į tikslinių grupių įstojimo rezultatų lyginamosios analizės išvadas, galima teigti, kad:
- Santykinai didžiausia įstojusių per II KE segmento apimtis A.1 pogrupyje patvirtina II KE socialinės dimensijos aspektą ir iliustruoja teisingą II KE įgyvendinimo kryptį.
- II KE potencialas dar nėra išnaudotas. 2024 m. II KE suteikiama galimybe lengviau įstoti į AM pasinaudojo nedidelė dalis (17 proc.) II KE kriterijus atitinkančių įstojusiųjų. Taip pat matyti, kad 2024 m. A grupės asmenų, galėjusių, bet nestojusių per II KE, vidutinis konkursinis balas buvo aukštesnis nei asmenų, įstojusių per II KE. Todėl tikėtina, kad padidėjus II KE populiarumui, padidėtų per II KE įstojusiųjų vidutinis konkursinis balas.
- Pirmaisiais II KE įgyvendinimo metais A grupės įstojusiųjų į AM dalis žymiai nepakito, lyginant su 2023 m. ir su ilgesnio laikotarpio nuo 2018 m. tendencijomis. 2024 m., lyginant su 2023 m., A grupės dalis nuo VF padidėjo 1 proc. p. Vis dėlto, metinis pokytis nesiejamas su II KE įvedimu, nes, remiantis tyrimo pirmoje dalyje atlikta tendencijų analizės rezultatais, skaičiai patenka į ilgesnio laikotarpio tendencijų rėžius, pvz. 2019 m. A grupės įstojusieji sudarė 13 proc. VF, 2021 m. – 12 proc. VF.
- 2024 m., lyginant su 2023 m., balansas A grupėje tarp A.1 ir A.2 pogrupių reikšmingai nepakito: įstojusiųjų, turinčių bent dvejus metus praktinės veiklos patirties, dalis buvo didesnė už įstojusiųjų su bent vienu socialiniu požymiu dalį. Socioekonominiu požiūriu nesubalansuota A grupės struktūra (pvz., pirmojoje tyrimo dalyje atskleistas skirtingas pasirengimas mokėti už studijas) formuoja poreikį peržiūrėti II KE įgyvendinimo mechanizmą, siekiant kryptingiau siekti socialinės dimensijos plėtros.
Lithuania’s energy system transformation: from full dependence to total independence
Lithuania, in its pursuit of energy independence, has significantly reduced its reliance on Russian energy resources and, by 2024, generates more than 70% of its electricity from renewable energy sources. Key achievements, such as the Būtingė oil terminal, the LitPolLink and NordBalt interconnections, the Klaipėda LNG terminal, and the installation of Europe’s largest battery system, have significantly strengthened the country’s energy security. The report overviews Lithuania's strategic decisions, including infrastructure development and sustainable energy initiatives, as well as the factors driving these achievements, such as clear policy direction, evidence-based decisions, and more.
Forecasting the strategic environment, development trends, legislation, and policy priorities of the European Union in preparation for Lithuania’s Presidency of the EU Council in 2027.
The aim of this study is to inform Lithuania’s preparation for the upcoming Presidency of the Council of the European Union in the first half of 2027. In order to anticipate the factors that may impact the Lithuanian Presidency, the study examines the evolution of the EU strategic environment and politics to 2027, analyses the EU legislative agenda for 2024-2029 as well as any high-level meetings planned during the Lithuanian Presidency. At the same time, it examines four foreign case studies and the experiences and lessons of the 2013 Lithuanian Presidency to identify the best practices in preparing for and holding the presidency. Finally, to inform the preparation of the Lithuanian Presidency programme, the study analyses Lithuania's interests in relation to the planned EU agenda and the positions of the other Trio Presidency countries - Ireland and Greece. On the basis of these insights, the study provides a comprehensive set of recommendations on the preparation of the Presidency, the Presidency programme and the communication strategy.
Overview of the Feasibility of Establishing a Ministry of Regions: Objectives and Functions
This report analyses Lithuania’s current regional policy, focusing on policy formation, implementation, and opportunities for institutional change. It examines the state of regional policy, the key stakeholders involved and compares Lithuania’s approach with regional development ministries or equivalents in other EU countries.
The analysis highlights the importance of defining leadership for the "problem owner"—the coordinating and unifying institution—given the cross-cutting nature of regional policy and its implementation across national, regional, and municipal levels. Establishing a Ministry of Regions should not simply involve transferring functions between ministries. Instead, it must be a systematic, inter-institutional effort to develop a clear and effective mechanism for coordinating regional policy.
Contribution of Lithuania's Development Cooperation Policy to Achieving the State's Strategic Goals: Assessment and Recommendations for the Revision of Strategic Directions
The aim of this study is to help strengthen the contribution of Lithuania's development cooperation policy to Lithuania‘s overall long-term and strategic objectives. More specifically, the study assesses how the current (2022-2025) strategic guidelines for Lithuanian development cooperation interact with and contribute to the long-term foreign policy objectives of the state, and provides suggestions for the next development cooperation planning cycle, especially the prepration of the next (2026-2030) strategic guidelines. Based on an extensive and in-depth analysis of primary sources and using an intervention logic approach, the study examines the evolution of Lithuania's development cooperation policy, the process and the content of the current strategic guidelines, and the changes in the international and domestic policy context that could shape the future of Lithuania's development cooperation policy.

On September 9, 2020, the Government of the Republic of Lithuania approved the National Progress Plan for 2021–2030 (the Plan) to ensure long-term progress in the social, economic, environmental, and security areas. The Plan is implemented through strategic, national, and regional development programs, with progress evaluations conducted twice during the implementation period. The first interim evaluation (2021–2024) aims to assess the intervention logic of Goals 3, 4, 6, and 10, analysing the planning, implementation, and outcome phases to determine implementation feasibility and identify areas for improvement. The evaluation was conducted based on criteria covering the alignment of goals, tasks, and activities, the consistency of interventions, contextual conceptualization, and risk analysis. The findings revealed shortcomings in the alignment of goals and tasks as well as in the implementation of activities, which could impact the achievement of results. Key external factors and risks were also identified. Recommendations include strengthening action alignment, improving risk management, and addressing other areas of intervention logic improvement. The results will inform decisions by the responsible ministries to enhance the Plan's implementation, with recommendations subject to updates following the full interim evaluation.
